Tieto mapy \u2013 podrobn\u00e9 zn\u00e1zornenie pr\u00edrodn\u00fdch a \u010dlovekom vytvoren\u00fdch prvkov na zemskom povrchu \u2013 s\u00fa nevyhnutn\u00e9 pre v\u0161etko od urbanistick\u00e9ho pl\u00e1novania a riadenia katastrof a\u017e po po\u013enohospod\u00e1rstvo a n\u00e1rodn\u00fa bezpe\u010dnos\u0165.<\/p>\n<p class=\"ds-markdown-paragraph\">Mnoh\u00e9 krajiny vr\u00e1tane Ukrajiny v\u0161ak z\u00e1pasia so zastaran\u00fdmi mapovac\u00edmi syst\u00e9mami, ktor\u00e9 br\u00e1nia pokroku. Ned\u00e1vna \u0161t\u00fadia Stadnikova a kolegov, publikovan\u00e1 v roku 2025, sk\u00fama, ako geoinforma\u010dn\u00e9 technol\u00f3gie (GIT) \u2013 n\u00e1stroje, ktor\u00e9 zhroma\u017e\u010fuj\u00fa, analyzuj\u00fa a vizualizuj\u00fa priestorov\u00e9 \u00fadaje \u2013 m\u00f4\u017eu automatizova\u0165 vytv\u00e1ranie a \u00fadr\u017ebu digit\u00e1lnych topografick\u00fdch m\u00e1p.<\/p>\n<h2 class=\"ds-markdown-paragraph\">Kritick\u00e1 potreba modern\u00fdch topografick\u00fdch m\u00e1p<\/h2>\n<p class=\"ds-markdown-paragraph\">Topografick\u00e9 mapy s\u00fa viac ne\u017e len kresby krajiny \u2013 s\u00fa to d\u00f4le\u017eit\u00e9 n\u00e1stroje pre rozhodovanie. Tieto mapy pou\u017e\u00edvaj\u00fa vrstevnice, symboly a farby na zobrazenie nadmorskej v\u00fd\u0161ky, vodn\u00fdch pl\u00f4ch, ciest a veget\u00e1cie, \u010d\u00edm poskytuj\u00fa 3D perspekt\u00edvu ter\u00e9nu.<\/p>\n<p class=\"ds-markdown-paragraph\">Na Ukrajine poch\u00e1dza viac ako 70% t\u00fdchto m\u00e1p zo sovietskej \u00e9ry a boli ur\u010den\u00e9 predov\u0161etk\u00fdm na vojensk\u00e9 \u00fa\u010dely. T\u00fdmto zastaran\u00fdm map\u00e1m ch\u00fdbaj\u00fa detaily, ktor\u00e9 s\u00fa k\u013e\u00fa\u010dov\u00e9 pre modern\u00e9 potreby, ako napr\u00edklad nadmorsk\u00e1 v\u00fd\u0161ka ter\u00e9nu pre modelovanie z\u00e1plav alebo hranice pozemkov pre rozvoj miest.<\/p>\n<p class=\"ds-markdown-paragraph\">E\u0161te hor\u0161ie je, \u017ee za posledn\u00fdch p\u00e4\u0165 rokov bolo aktualizovan\u00fdch menej ako 10% m\u00e1p, a to aj napriek z\u00e1konnej po\u017eiadavke na ich rev\u00edziu ka\u017ed\u00e9 pol desa\u0165ro\u010die. Pr\u00edsne z\u00e1kony, ako napr\u00edklad z roku 1998\u00a0<em>Z\u00e1kon o topograficko-geodetick\u00fdch a kartografick\u00fdch \u010dinnostiach<\/em>\u2013 nariadenie upravuj\u00face tvorbu a aktualiz\u00e1cie m\u00e1p \u2013 vy\u017eaduje, aby v\u0161etky mapovacie pr\u00e1ce boli registrovan\u00e9 v \u0160t\u00e1tnom geokatastri, ukrajinskom n\u00e1rodnom geopriestorovom \u00farade.<\/p>\n<p class=\"ds-markdown-paragraph\">Hoci sa t\u00fdm zabezpe\u010duje kontrola kvality, z\u00e1rove\u0148 sa t\u00fdm vytv\u00e1raj\u00fa byrokratick\u00e9 prie\u0165ahy. Od roku 2022 stann\u00e9 pr\u00e1vo pridalo \u010fal\u0161iu vrstvu zlo\u017eitosti: leteck\u00e9 prieskumy teraz vy\u017eaduj\u00fa povolenia od Bezpe\u010dnostnej slu\u017eby Ukrajiny, \u010do m\u00f4\u017ee trva\u0165 tri a\u017e \u0161es\u0165 mesiacov.<\/p>\n<p class=\"ds-markdown-paragraph\">Okrem toho je pr\u00edstup ku geoport\u00e1lom N\u00e1rodnej geopriestorovej d\u00e1tovej infra\u0161trukt\u00fary \u2013 online platform\u00e1m, ktor\u00e9 hostia mapy a s\u00fabory priestorov\u00fdch \u00fadajov \u2013 obmedzen\u00fd na overen\u00fdch pou\u017e\u00edvate\u013eov, \u010do obmedzuje \u00fa\u010das\u0165 verejnosti.<\/p>\n<p class=\"ds-markdown-paragraph\">Z technologick\u00e9ho h\u013eadiska vl\u00e1dne agent\u00fary \u010dasto pou\u017e\u00edvaj\u00fa nekompatibiln\u00fd softv\u00e9r a klasifika\u010dn\u00e9 syst\u00e9my. UAV s\u00fa dia\u013ekovo ovl\u00e1dan\u00e9 lietadl\u00e1 vybaven\u00e9 kamerami alebo senzormi.<\/p>\n<p class=\"ds-markdown-paragraph\">Tradi\u010dn\u00e9 met\u00f3dy, ako s\u00fa satelitn\u00e9 sn\u00edmky, stoja medzi\u00a0<span class=\"katex\"><span class=\"katex-mathml\">500 a <\/span><\/span>1 000 na \u0161tvorcov\u00fd kilometer, ale drony dok\u00e1\u017eu dosiahnu\u0165 podobn\u00e9 v\u00fdsledky len za\u00a0<span class=\"katex\"><span class=\"katex-mathml\">50 <\/span><span class=\"katex-html\" aria-hidden=\"true\"><span class=\"base\"><span class=\"mord mathnormal\">t<\/span><span class=\"mord mathnormal\">o <\/span><\/span><\/span><\/span>100. V roku 2023 malo povolenia na prieskumy pomocou bezpilotn\u00fdch lietadiel iba 151 TP3T obc\u00ed, a to najm\u00e4 kv\u00f4li obmedzeniam vzdu\u0161n\u00e9ho priestoru po\u010das vojny. Roz\u0161\u00edrenie pr\u00edstupu k dronom by mohlo u\u0161etri\u0165 mili\u00f3ny a ur\u00fdchli\u0165 aktualiz\u00e1cie m\u00e1p.<\/p>\n<h2>Automatiz\u00e1cia m\u00e1p na minimaliz\u00e1ciu ch\u00fdb<\/h2>\n<p class=\"ds-markdown-paragraph\">Automatiz\u00e1cia \u2013 vyu\u017e\u00edvanie technol\u00f3gi\u00ed na vykon\u00e1vanie \u00faloh s minim\u00e1lnym \u013eudsk\u00fdm z\u00e1sahom \u2013 je z\u00e1kladn\u00fdm kame\u0148om odpor\u00fa\u010dan\u00ed \u0161t\u00fadie.
